Best way to Unlock A mobile phone is by using unlock code. and Unlocking is not illegal. but you can loose your Phone warranty if you are unlocking the phone.
There are many Sites Available on Internet to Unlock your mobile, but I doubt whether these sites are Real or Fake Because there is no method where u get assurance that they will provide you the unlock code for sure.
